Tonight at the Farm Bureau

Tonight at the Farm Bureau we had a meeting for people opposed to the ground water ordinance.  They had probably about 225 people there. Not a seat was available in the room and people stood in the hall in the back and on the side.

There was some misinformation presented by some in the audience but Chuck Dudley did a great job running the meeting.

The Taxpayers Association is also opposed to this effort.

This is a formidable group of people.

He kept everyone in line and was an all around good sport.

He is a valuable member of the committee and we are lucky to have him.

So we have had some major changes in the area newspapers lately.

The Daily Democrat gets high marks from me for having comments on their stories.  I really like that.

The Woodland Record should be an interesting edition to Woodland. These guys are trying it the new way -- not much infrastructure.  Should be interesting.

Finally, today I looked at the NEW Sacramento Bee.  I was anxious to see it when I heard about it on the radio.  From my point of view it is kind of like the local edition of USA Today.  I like that the editorial page has moved to the front section, don't care about the cartoons. and don't like the stories being shorter.

I actually like the longer more in depth stories but I guess I am just odd.  They are going to produce what sells.

So just last week I was wondering what was going to happen to that teacher from Pioneer High School that was alleged to have sex with the student.

Today I saw this article in the newspaper from Luke.

I have two big issues with this.

First, I think it is terrible that she is going to be able to teach again.  That is crazy.

Second, does anyone think this would have been the outcome if Ichord was male and the student was female?  I think not.

When this "victim" in this case got his diploma from Pioneer High School a few weeks after this story broke he got a standing ovation.  This is the way our society treats these sort of things.  The young man is some kind of a hero, the teacher gets to teach again, and life rolls on.

If the genders were switched I bet someone would be sitting behind bars and people would have been whispering about the new graduate of Pioneer High and calling her names instead of clapping.

Tell me I am wrong.

Adam has a book problem too

Five minutes ago I took this picture of Adam. You can see that the rail has been removed so he has a "big boy bed".  Well this also means that he has access to books all night.

He probably has like 15 in this picture.

At 1945 he had his Bunny book and the Sheep book.

At 2015 he had probably 45 books in his bed. I took them all out and left him with Bunny and Sheep.

After I took this picture he immediately sat up and said "boooooooooook".  This kid is something else.

We might actually have to restrict access to books for him.  His goal in life may be to drive the bookmobile.  Trucks + Books = Heaven.

 
20 years -- for what?

This Army Private is a complete animal and deserves to die.  President Bush authorized the execution for him today.  Seven years after taking office as President for a guy that has been on death row since 1988.

So is it over? Oh no.  This article from CNN says that the American taxpayer not gets the privledge of paying for more appeals for this guy.

Once again, I am not against the death penalty. I am against wasting millions of tax payer dollars trying to make it happen. 

This guy has been on death row for 20 years.  20 YEARS. 

I know what the UCMJ says Pvt. Gray is required to get under these circumstances.  I am quite confident that he has been getting a standard of care much greater than that.  We can't just keep locking people up for long periods of time and then also paying for a large number of legal fees on top of it.

People are looking at law and justice based on the individual nature of the case. I think we need to look at the overall cost to society as well.  Some of the things we do as a society just don't make sense.

The Sacramento Business Journal has a couple great pieces about Yolo County. The first one has Farm Bureau President "cover boy" Tim Miramontes standing in a field.  It is about he water ordinance.
The most interesting story is about the price of agriculture land in general. It is well done.  It quote Jim Wirth as well as Bill Sbarra from the Assessor's office.

Adam drinking and driving

Adam has a driving problem too.

I have told you before about Adam and his drinking problem.  That still continues. The kid just loves bath water.

His bigger problem now is driving. On Sunday I was cleaning stuff up in the garage. He just sat in the front seat of Jenn's car pretending to drive.

This kids loves to drive.

When I tried to take him inside after about 30 minutes he screamed bloody murder.

On Saturday at the Backpacks for Kids event all the other kids liked the dunk tank or the bounce houses. Not Adam.  He got to sit in the front seat of the Schwan's truck. Pure heaven for him.

He turns two years old this week. What a great kid.

This is a picture of him driving his uncle's boat on a Lake in Michigan a few weeks ago. He is sitting on the lap of his uncle.

The Board meeting on Tuesday is not going to be too packed but a few issues really stand out.

3.01 We have a presentation on the disposal of universal and medical waste in the morning.

4.04 The exploration of county-wide alternate work schedule.  That would mean 4/10s instead of 5/8s.

6.02 Is an allocation of resources for the Gibson Mansion. This is important to me.  It is on consent.

7.02-7.03 These items have to do with sewer and water fees in El Macero and North Davis Meadows.  I have been learning more about this issue for about two weeks now (maybe three). It is very interesting.

It did not take me long to prepare for the meeting this week. I must be doing something wrong. 
Burgers -- you are going to pay me to eat?

I am very thankful for the nice article in the newspaper about BackPacks for Kids.  However, the most interesting thing in the newspaper is the quarter page ad on page A6 in the Democrat.   It is titled "Enjoy Burgers?". Yep.  Sure do.

They are willing to give us burgers, buns, salad, and a $50 gift certificate to videotape us cook burgers?  This is too easy.

Jenn and I are all over it.  I know Yolo Cowboy has made his fingers bloody dialing 752-2774 to sign up.  Super K and the Realist -- no doubt.  This thing is perfect for Woodland.  If a bunch of people want to pay us to cook and eat burger -- let them. What a great country we live in.

I do realize that the Rexroad family will probably be the example that is used for how NOT too cook burgers in America -- but what do I care?

They probably tried to do this in Davis but tofu doesn't look good on the grill.
 
Dunk Tank

Yesterday I spent a little under an hour in the dunk tank. It was actually a pretty helpless feeling waiting for young people to knock you off the little platform.

Jim Smith had been in there before and brought all kinds of bath toys with him.  I sat up there with these bath toys and saw no reason not to hurl them at others.  Jim Smith, Matthew Henderson, Bob Huber, Olivia Thomas, anyone named Flory, Rob Wallace, and anyone named Dotty were the usual targets. 

I just got the newspapers.  You can see Olivia Thomas on the front page of the newspaper today.  She is wearing pink, standing right next to the dunk tank.

It was better than I thought. 

So after I got replaced by Art Pimentel I went into the storage shed to put on some dry clothes.  It was a hot day so I hung my wet swim trunks and "Backpacks for Kids" shirt on the fence.  Can you believe that someone stole my shirt and shorts right off the fence.


 
Big boy bed

Last night was the first time Adam "slept" in a big boy bed. What a disaster.

Our kids go to bed at 7:30 pm each night.  They sleep in the same room.  At just after 8pm I went up to check on them. Adam is in bed smiling.  Upon closer inspection he was in bed but with probably 45 books that were not there before.  I went in, took the books back on the first shelf and told him, "Do not take any more of these books off the bottom shelf.  They don't belong in your bed." He nodded understanding and smiled.

At just after 8:30 pm (I had not heard anything on the monitor) I went back upstairs for another look.  This time Adam is in bed smiling -- with about 45 books in bed with him from the MIDDLE SHELF.  At that point the big boy bed was very close to ending up on an express trip out the window to College Street.  I don't think he went to sleep until 10pm with all the madness.

It is now 8:25 am and he is already tired. The people running Sunday School are going to get a very cranky little boy to watch over today.

So today I was doing an interview with a local publication.  The question was "What one change would you make about Yolo County?"

My answer was to keep UC Davis but put the City of Davis in Solano County.  If that makes the paper I will probaly get hate mail but I can live with it.

I got an e-mail from City Hall (a very nice one), a call from my least favorite Vice-Mayor of Woodland, and a couple people that want Gum Avenue fixed.

One of my streets got paved

It is summer and streets are being repaired in Woodland.  That is great.

Craig Avenue is the street I drive down to get access to the alley to my garage. It is one block long and probably has four houses that front to the street.  Traffic per day is like 30 cars at most.  I never noticed a problem with the road.

Well, Craig Avenue got paved on Tuesday.  It is beautiful.  It is now black, smooth as silk, and very nice to drive over.  Just needs a little painting for the lines by the stop sign.

So last night I am driving back from over by Bel Air and head down Gum Avenue.  It has huge holes. It is very rough and probably gets more cars in an hour than Craig Avenue gets all day -- maybe all week sometimes.

So why was Craig Avenue paved yet Gum Avenue in terrrible?

I have a call into my least favorite Vice-Mayor. 
Democrat Editorial from the other day

Many of you (probably 8) contacted me about the editorial in the Daily Democrat on Tuesday that covered the large number of charitable events that are happening. These people thought the Democrat was sticking it is my eye because Dotty, Dave, and I were somehow pushing the school district out of the way to hold this backpacks for kids event on Saturday.

First, I don't read the editorial like that.  The Democrat is a sponsor of the event. In fact, I think they are our largest in-kind sponsor.  Heck, Jim Smith was even in the dunk tank last year.

Second, we did communicate with the school district. They only need like 50 backpacks.  We are on pace for 1,0000.  They need like 5% of our total.  Dotty can fill more backpacks than that in about 15 minutes.  We told them that we would take care of all their needs in terms of backpacks and supplies.  Why they are pushing this other event and not concentrating on other things is beyond me -- but they can do what they want.

Finally, we have worked too hard to turn back now. Saturday is the event and we are going for it. It also appears that we have landed some new major sponsors for next year.  The committee needs to talk about next year but from my point of view the school district can either let us provide them with all their needs or go ahead and run a competing event. 

Onward to Saturday.

I realize that I have been slow in posting lately.  I have been doing so much writing that it is a little hard to do.

I just saw the WNBA "brawl" on ESPN.  What a joke. That is not a fight.  Good grief.

It was worse than Major League Baseball. They had more teammates knocking each other down than we had punches thrown.  Even the wrestling was pathetic. The one woman knocked the other one down with a kind of belly bump.

Shame on the players involved.  It made the league look stupid and the fight was not even a good one.

I actually felt lame with my post about Stuff the Bus below.  It was just that is accurately reflected my feelings on Sunday morning.

The Democrat has an editorial today about the conflicting efforts of non-profits and efforts to help others.

Here is the editorial.

Largely I want to do a couple things in Woodland.  My office is focused on doing a couple things well as opposed to a bunch of random nonsense.

Those are my priorities in the community.  Part of the reason is that I believe in these projects, part of it is because I think these projects need help/focus, and part of it is that Dotty, Dave, and I have the desire to serve in these ways.

The list of potential ways we could serve in much longer.  It is that you can only do so much. So if you are going to do something .... do it well.

Yolo Bioreactor Recognized by U.S. EPA
 
(Woodland, CA) – Yolo County recently received recognition, and a certificate of congratulations, from the United States Environmental Protection Agency’s (U.S. EPA) National Center for Environmental Innovation for the successful completion of Project eXcellence and Leadership (Project XL) – the Yolo County Accelerated Anaerobic and Aerobic Composting (Bioreactor) Project.  Project XL, which was initiated in September 2000, was a partnership between the U.S. EPA, the State of California and the Yolo County Department of Planning & Public Works in an effort to achieve a higher level of environmental protection through the use of new bioreactor landfill technology. 
 
The bio-reactor process is a form of composting solid waste which accelerates the decomposition process by adding groundwater and re-circulating the liquid that has passed through the material.  This enhances the growth of bacteria and fungi which help break down solid waste.  As a byproduct, methane gas is produced.  The gas is then converted to energy and sold to the power grid.
 
In a letter to Yolo County, Elizabeth A. Shaw, U.S. EPA Director of the National Center of Environmental Innovation stated, “We are grateful for Yolo County’s early leadership and interest in innovative practices.”
 
Yolo County’s project was commended by the U.S. EPA for success in:
Managing landfilled solid waste for rapid waste decomposition;
Maximizing landfill gas generation and capture; and
Minimizing long-term environmental consequences of landfilled waste management
 
“The Yolo County Board of Supervisors has consistently supported landfill staff in their pursuit to move forward the county’s bioreactor project,” said John Bencomo, Yolo County Planning & Public Works Director.  “There has been a recognized need for pushing the envelope in landfill technology and finding more effective and environmentally sound methods.”
 
Some of the benefits of using bioreactor composting in landfill management are:
  • Energy is generated in a shortened timeframe
  • Pollution is reduced
  • Greenhouse gas emissions are reduced by capturing methane, which is about 25 times more potent than carbon dioxide
  • The life of the landfill is extended

I read this article in the Daily Democrat today and just shook my head.  It is great that the Woodland school district is helping students that need backpacks and supplies for the start of the school year.

What is frustrating to me is that we have a committee of people that is working very hard on this and now we have competing events.  We have been working with the Wayfarer Center, the County Social Services folks and host of others.  They have been at this for a year.  The school district would have been welcome to join us at any point along the way.

I'm not sure how much more public we could have been to let people know about this project we are doing.

The answer from the school district will be that they are just trying to help.  Ok. Great.    We still have to rock on for next Saturday.  It is just disappointing that the folks over there on Cottonwood are not paying attention.

Oh well.  I just can't even explain my frustration over this without sounding petty.

We just need to throw a great event next Saturday and put as much money into the backpacks as possible.  Then we can evaluate in September. 
Re-Entry Facility -- Thoughts

This re-entry facility has been a painful issue for a number of reasons.  I still think it is something that is good for our community and would like to see one located here for a number of reasons.  The Daily Democrat has an editorial today on the issue and Dino has written on it over at Woodland Journal so I thought this would be a good time.

Why can't it go at Monroe Detention Center?
The site we could use is too small.  Also, if it is going to be a state run facility we would rather have them out on their own for command and control reasons.

Why are we now going to get it -- when we thought it was not going to come here?
The rules changed.  We did not change them but we are trying to deal with them.

Why can't it go in Woodland, West Sacramento, Davis, or Winters? 
Cities have veto power over this under AB 900.  I approached Woodland and we discussed it at the 2x2. It was made clear to me that they did not want it. Thus, it can't go there.

Where would I like it?
I have said all along that this facility belongs in an area zoned industrial.  I actually think it would be a fine addition to the Woodland industrial area.  The county has few, if any locations likr that.  We have encouraged development in the cities.  As a result, the areas that are in the unincorporated areas of Yolo County are rural. that is what the county has available.

If it is such a good thing, why don't you put it in Woodland?
I would put it in Woodland.  I don't think the City Council would approve. That has been made clear to me.

Why not DQU?
It is federal land.  We have a time line that we need to meet. We are trying to meet it.  Dealing with the federal government would take much longer than the time allowed.

Why not the County Airport?
Land is not well positioned there.

When will the county make a decision?
I believe some sort of a decision by the BOS will be made by August 5th.

Supervisor Thomson and Sheriff Prieto are arrogant in the way this was presented.
I really don't think that is true.

Doesn't this hurt our ability to provide ADMH services in Yolo County?  Our current ADMH programs have been hit hard by budget cuts.
This will actually strengthen the services. The people that are coming back will get an extra 12-18 month of treatment that they are not getting now.  The contract for the services will be paid by the state but probably provided by local NGOs.  This will strengthen our service providers.

Dunnigan has water and traffic issues. What about those?
Those issues are fair. however, the General Plan is currently studying putting 5,000 to 7,500 homes up there.  These problems exist for that development too.  Despite this, we did not hear the same sort of outrage when this was proposed.  In fact, we heard almost nothing.

What about it being a nasty prison?
First, this is not exactly a prison. Second, I don't believe all of the "facts"being thrown around about this facility by the opponents.  I don't believe home values are going down.  I don't believe in the large public safety rish being described.

The BOS has been meeting in secret about this.  Aren't you are evil Matt Rexroad? Did the Brown Act get violated?
Wrong.  Wrong. Wrong.  This is nonsense.  The subcommittee of Helen Thomson and I have been meeting since 2007.  We sure have.  That is what we are supposed to do. This is one of many projects we are working on.  It was on the closed session agenda as people know.  It was reported out after that. Watch the tape.

The County has not been communicating.
I can only say this.  I have been communicating about it. I have discussed this with members of the Woodland City Council numerous times.  When the issue ivolved Woodland I talked to Council members and stff promptly and regularly.  When something happens in Woodland I handle it and inform the community leaders.  After our 2x2 meeting with Woodland Supervisor Chamberlain was free to legally disclose the discussion of that meeting and share it with his constituents.  That is his job.  I don't like it when other Supervisors screw with Woodlan stuff and I am not going to get into their chili.

I feel I communicate very well with four members of the Woodland City Council and staff. I will continue to do that.

This is not good for Dunnigan, how can you support it?
I represent the people of Woodland.  There is absolutely no doubt in my mind that by locating this facility in Dunnigan that the people coming back from state prison to Woodland will be in a better spot.  I also think the people of Woodland benefit from having increased capacity in the jail.  Further, they benefit from $30 million in grant funding from the state.

You are a fiscal conservative. How can you put this here?
For those that think this is a bad idea -- how do I walk away from $30 million?  I can't.  The county needs the money. This is an important part of the equation for me.

I would like this facility to be located in the industrial area of a major city.  That is not going happen.  Further, it is not going to happen in the next three weeks or so.  As a result, we have to find a location in the unincorporated parts of Yolo County. We found one with 5,000 to 7,500 homes that will soon be close.  This facility will serve the people of Woodland well and I will likely support it when given the chance.

I am rooting for the Mall. I want them to do well.

When I first heard the plans of the new owner I laughed. I was on the City Council and could not belive that this guy was going to put that much money into the place.  Well, he did. Good for him.

I hope they make it work. What they have done to the outside of the facility has improved Woodland.

It is my understanding that a new issue of the Flatlander is in the process of being published. 

I encourage new ideas, new blogs, and new publications in Yolo County. The Flatlander however, had been a complete piece of trash in the past few years.

We really have no idea who the publishers are and the authors of "articles" are not usually included in the publication.  The only thing I can do is hold the advertisers accountable.

If the Flatlander is the same sort of crap it has been, please let it be known that I will be working to hold the advertisers accountable -- all of them.  I don't want to hear "I didn't know" or "I can't control content" comments.  This publication has a shameful history that certainly is well known by anyone with a clue is aware.

Last Night in Zamora

The Zamora Community Hall had a packed house last night regarding the re-entry facility.

I did not count but I would bet we had 200 or more people.  Two people came up to me afterwards saying they supported it but the rest of the room was against the idea os having a facility there.

The points on water and transportation are valid ones. Those will have to be considered as we go through this process.

The one point that kills me is that people say this effort has been clouded in secrecy or that the Board had SECRET MEETINGS. That is nonsense.

The same people that make the accusation that it is  a done deal then are outraged when we don;t have answers to their questions about some detail that will be worked out later.

I realize that the people in the area near the intersection of I-5/I-505 might not like the answers but the county has and will continue to be open and up front about the process.

The Daily Democrat has an article today about the animal control contract between the City of Woodland and the County of Yolo.

The City is considering taking this role on for themselves. That is their choice.  We can't make them contract with us.

I am told that the Yolo SPCA does not like the city plan and is contacting the members of the City Council.  They are now sending e-mails to me.

Tonight I will be in Zamora but I will be interested in what comes out of the meeting.

We are planning a Back-to-School Shopping Spree for 11 Yolo County foster youth, 6 to 17 years-old living in our licensed County homes.  Our shopping date is set for Wednesday evening August 6th at the new Woodland Target, meeting at 4:30 in the store lobby.  Our goal is for each child to have a shopping mentor(s) to assist them with their purchases using a “wish list” created with the help of their foster parents.  Shoppers will have an hour-and-a half to make their purchases before meeting back at the college between 6:15 to 6:30 for pizza and to share and show case purchases (a great self-esteem boost); foster parents will join us there.

Our seed money, $200 for each youth, is coming from our Woodland Community College Foster Care Foundation account; donations came by way of the Davis Kiwanis and Betty Merrill through her employer KP Corp.   My hope is that each mentor will work with their employer or a service club to raise another $100 so that everyone has $300 to spend.  Eleven youth are ready to shop, 9 girls and 2 boys.  Currently Pam Miller, DESS Director and Matt Rexroad, YC Supervisor, are signed-on as shopping mentors ~ we need a few more of you, particularly women, to bring this project to fruition!

The French celebrate their Fourth of July

Americans have The 4th of July; the French have Bastille Day. On July 14, 1789, an outraged group of Parisians stormed the Bastille, a fortress and prison in France where prisoners of influence were held, in hopes of capturing ammunition.

Shortly thereafter, King Louis XVI and his wife Marie Antoinette took refuge in Versailles as the violent peasants pillaged and burned châteaux, and destroyed records of feudal dues; this reaction is known as the grande peur (great fear).

For the peasant class, the Bastille stood as a symbol of the hypocrisy and corruption of the aristocratic government - controlled mostly by nobility and clergy. This important event marked the entry of the popular class into the French Revolution.

The French recognize Bastille Day as the end of the monarchy and beginning of the modern republic. The lasting significance of the event was in its recognition that power could be held by ordinary citizens, not in the King or in God.

Today, Parisians celebrate this national holiday with a grand military parade up the Champs Elysées, colorful arts festivals, and raucous parties marking the holiday. Uncork a bottle of wine, pop in a Jacques Dutronc CD, and join the celebration!

From time to time I get offers to do this sort of thing.  I like Jason and think this is more my speed.

Generation Kill

HBO just launched a series called Generation Kill.  It is supposed to be about my unit, 1st Force Recon, as we were in Kuwait and getting ready to go go Iraq.  There were only about 100 of us over there so I was interested to see how we were portrayed.

Man do they have some things right.  The Sgt. Major is perfect.  The boxes of bottled water everywhere is right on. The lack of gas masks and how clean everyone is -- is a little off.

On the whole -- it seems to be well done. The language is perfect.

Check that -- it is 1st Recon Battalion. They were with Task Force Tarawa.

They even got the Charms curse in there.

Our Sammie is a beautiful 10 year old Woodland native who has been battling Osteosarcoma
(a rare bone cancer) for close to 2 years and has recently suffered a relapse of this vicious
cancer. She has been through countless months of chemo, surgeries, blood transfusions,
X-rays and other treatments that no child should have to endure.

Just kidding Robyn.

Check out this story in the Sacramento Bee about city employees selling water meters.  This is just crazy. 

You have to wonder what these people were thinking.  It probably started out as something small and then just got completely out of control.

We had a Marine get kicked out of the Corps for a bag of chips and a coke getting charged on his government credit card.   In that case we lost a new sniper over $2.50.  How much do you think that trained Marine was worth after all that training and experience?  The Marine lost a career.

I agree with Yolo Cowboy in disagreeing with the Daily Democrat editorial on regulating ammunition.

Yolo Cowboy and I are on the same page except that I think it isn't even possible to implement the DeLeon bill.  Guns are hard to make.  Ammunition is relatively easy.

We need less government in our daily lives. Not more.
