Gov. Schwarzenegger Announces Eight New Enterprise Zones to Boost California’s Economy
Helping to grow jobs and improve California’s business climate, Governor Arnold Schwarzenegger today announced the conditional designation for eight Enterprise Zones statewide. The zones are Siskiyou County, San Joaquin County, East Los Angeles, Salinas Valley, Kings County, Oakland, West Sacramento and Santa Ana.
“Enterprise Zones play a key role in revitalizing economically challenged parts of our state. By helping businesses create well-paying jobs, we empower communities to climb the economic ladder and build the state’s overall economy,” said Governor Schwarzenegger.
The California Enterprise Zone Program targets economically distressed areas using special state and local incentives to promote business investment and job creation. By encouraging entrepreneurship and employer growth, the program strives to create and sustain economic expansion in California communities.
The new designations will take the place of the eight zones set out in statute which are expiring over the next several months. Each zone designation is in effect for 15 years.
Businesses within Enterprise Zones are eligible for substantial tax credits and benefits, for example:
Firms can earn $37,440 or more in state tax credits for each qualified employee hired.
Corporations can earn sales tax credits on purchases of $20 million per year of qualified machinery and machinery parts.
Up-front expensing of certain depreciable property.
Lenders to Zone businesses may receive a net interest deduction.
Unused tax credits can be applied to future tax years, stretching out the benefit of the initial investment.
Enterprise Zone companies can earn preference points on state contracts.
Up to 100% Net Operating Loss (NOL) carry-forward. NOL may be carried forward 15 years.
In 2006, Gov. Schwarzenegger released a report <http://www.hcd.ca.gov/fa/cdbg/ez/HCD_Final_Report.pdf> commissioned by the Department of Housing and Community Development (HCD) that evaluated the success of Enterprise Zones in spurring economic recovery. The report shows that, on average, within Enterprise Zones between 1990 -2000:
Poverty rates declined 7.35 percent more than the rest of the state.
Unemployment rates declined 1.2 percent more than the rest of the state.
Household incomes increased 7.1 percent more than the rest of the state.
Wage and salary income increased 3.5 percent more than the rest of the state.
The next step in the designation process will be the HCD issuance of a conditional designation letter to each of the new zones. The letters will outline conditions which must be met to be granted final designation. Examples of conditions include a signed memorandum of understanding with HCD, which includes performance measures and benchmarks.

Adam is going to be in the WWE.
He got up at 0430 today. After 45 minutes of attempts to get him to get to back to sleep I decided to bring him to bed with me. Big mistake.
He shoved a finger in every hole in my head, sat on my head, slapped my head to see if he could make a loud sound, tried to put his head in my armpit, and then picked up my book off the night stand and appeared ready to hit my in the head with it as he lifted it high. He did all of this with an ever present smile and saying "Da Da" over and over again.
The joys of fatherhood.

Crime Stats

Yesterday I was asked about the crime rate in Yolo County. To be honest - I did not really know much about the stats.
So, I started looking into them. It is not a good situation.
Take a look at these numbers for Yolo County. Standing alone -- they don't mean much. But let's compare with some other counties in the area.
When you look at crimes that are broken down by incidents per 100,000 population it make smush more sense. These numbers are for 2005.

Water - the important information

It seems to have been raining quite a bi lately....and it just does not seem to be ending soon.

No matter how hard I try it seems that Congressman Kucinich and I don't agree on much at all. We are 100% different on virtually every issue. I also think he should be left out of the debates because he just has no chance.
Try this site and see who you match up with. McCain almost never comes out as my top choice on these things.

Looks like we will have a race for judge

Doug Paul Davis has an item this morning about the race for Superior Court Judge in Yolo County. I don't really know much about elections for judges.
I did talk to the "elections queens" in the County Clerks office and a few others on Monday to learn more about the process. It still does not make a lot of sense to me but this is what I understand:
When Donna Petre stepped down a few weeks ago and a new seat was created at the first of the year Yolo County ended up with two open seats.
Both of the seats are likely be filled by the Governor. If they are not filled by the Governor by the end of this year then they would be on the ballot in 2010. That is not going to happen.
Anyone that has been an active member of the bar for seven years can run for judge.
I ran against an incumbent. It was not fun. Running against a sitting judge would seem to be an extremely uncomfortable task for a Deputy District Attorney.
This is going to be interesting to watch.
I guess the Democrat and Enterprise are going to have stories on this today.

Why be Mum?

The Daily Democrat has this article about Assemblywoman Lois Wolk not taking a position on Prop 93.
"I leave that to the citizens." was her quote. Why?
To my knowledge Wolk has regularly taken positions on other ballot measures. In fact, I believe when she was a member of the Yolo County Board of Supervisors she voted to put the county on record supporting and opposing ballot measures.
Shouldn't those be left to the citizens too?
You can see on the front of this website that I have taken positions on ballot measures and candidates. I have done that as an individual -- on my own. Wolk could do the same.
What I absolutely object to is the City of Woodland, County of Yolo, or any other government agency endorsing a ballot position. That is when it should be left to the citizens. I have never voted for Woodland or Yolo County to endorse a ballot measure and I doubt that I ever will.
We should take positions on legislation. That is when things are within the government process. When it becomes a ballot measure it becomes part of the political process. The people are voting on it directly and government should stay out.
We argued this out on the Woodland City Council one night. My colleagues argued that it was appropriate for local governments to take positions. I obviously disagreed. The question that they did not answer for me was why it would be ok to make an endorsement on a ballot measure but not for candidates for office.
If the Yolo County Board of Supervisors can take a position that they oppose a ballot measure requiring parental consent for abortion because it is bad for local government then I don't see why they can't take a position opposing [fill in name of candidate here] for Governor because he is bad for local government.

Walker considers challenge for Judge

I just had this sent to me. It is big news.
We have not had a judicial election in Yolo County in a long time. At one point Judge Steve Mock was considering stepping down at a time when we would have an election. My understanding is that he will step down at a time that will allow an appointment by the Governor.

DC Update

So Petrea Marchand and I went back to DC on Wednesday to see if we could make some things happen for Yolo County. It is hard to measure the impact we had but I certainly came home with some observations.
There is no doubt in my mind that Congressman Mike Thompson knows more about Yolo County than any of the other people in Washington. They guy just cares about what we are doing. Our meeting with him stood out because he knows the issues we care about before we tell him, he knows the people here personally, and he commits to actions he will take on our behalf.
We met with several people that actually have no idea where Yolo County is -- can you imagine?
The focus of our time there was on a couple issues. The first was the Davis Communications site that is currently owned by the Air Force. The second was the potential improvement of our communications system. The third was our Appeal with FEMA for reimbursement of the improvements that were made to Huff's Corner.
We also handed out information about our other legislative priorities.
Washington, DC is a great place to visit but I am glad that I don't live there.
Like it or not -- a big part of being a local elected official is dealing with the state and federal government.

Clark Pacific: The Burrowing Owls Issue

There seems to be some disagreement over the presence of burrowing owls that are on-site. You can read the letter below. The reality is that this has nothing to do with the use that Clark Pacific proposes to make of the property. Even if someone determines that burrowing owls are there -- CP just has to mitigate for them. The project still rolls on.
To Whom it May Concern:
Wallace-Kuhl and Associates (WKA) is in the process of completing a Biological Assessment for the Clark Pacific Corporation at the Former Spreckels Sugar Facility near Woodland, Yolo County, California. WKA field crews have been on the site performing ecological reconnaissance
for species of regulatory concern on January 2nd, 3rd, 5th, 14th, and 15th. The field crew have spent a total of 27 hours on the site to date.
I am the WKA Ecological Services Director and am directly supervising the work being done. I have been a practicing Ecologist for 16 years, and I have extensive experience with listed species, including directing Threatened and Endangered Species Recovery Programs and studying riparian bird habitat relationships.
The site in question has been observed in its entirety, including multiple, separate observations using a spotting scope and binoculars at varying times of day and weather. WKA has emphasized observations for species in and around the lime piles at the eastern edge of the site. The margins of these lime piles have numerous California ground squirrel burrows. Burrowing owls are associated with, but not limited to, ground squirrel burrows.
The field crew has not observed any evidence of burrowing owls (Athene cunicularia), such as the presence of the owl, owl scat and/or owl pellets.
While WKA cannot conclusively say that there are not burrowing owls at the site, given the extensive area involved and simple random chance, our field crews have seen no evidence of this species at the site. Please do not hesitate to contact me directly if you have any questions

I came out to Washington DC on Wednesday and will come back home tomorrow night.
Still have been following the Clark Pacific issues and the latest line of nonsense out of the primary opponent. More on that later.
The trip has been a good one. Congressman Thompson and Herger were both kind enough to give us some of their time. We also talked to the Air Force about the Davis Communications site and FEMA about Huff's corner.
It is really snowing hard here right now. I miss Woodland and my family but will make it until tomorrow.

Clark Pacific: The Water Board Issue

Much has been made about the lime piles out at the Spreckles site. They have been there for years and have nothing at all to do with the proposal by Clark Pacific on how they might use the parcel.
I have attached the report from the California Regional Water Quality Control Board (Chair is Bob Schneider) that will describe the issues on the site.
The owners of the parcel are under an obligation to remove the piles. That is the deal.
It also presents very clearly what the legal remedy is for those that want to challenge or are adversly impacted by the order. That remedy has nothing to do with the Yolo County Board of Supervisors.
The Water Board issue is what it is. The obligation to clean up the pile run with the land. The new owners will have to do exactly that. This benefits the water quality for all of those in the area near the piles.

Clark Pacific: The Air Issue

Much has been made about the possible issue of air pollution that might be caused by Clark Pacific locating in Woodland.
The truth is that it is not much of an issue at all.
When I talked to the people at the Air District today guess what they said? They already issued permits for the site because the air emissions would be so small.
When I asked about past complaints in West Sacramento I was told that Clark Pacific had not had a problem in the last decade.

Spreckles, Clark Pacific, and the battle

The Spreckles site has been pretty much empty for eight years now.
You would not believe all of the crazy stuff that has been happening regarding this property lately.
The past few weeks have seen --
Deputy Sheriffs (trespass)
Health Officers
Game Wardens
Local environmental groups
Biologists
Environmental scientists
All these activities have been the results of the effort by one neighbor to throw up every possible road block to stop Clark Pacific from locating on the Spreckles site.
Wait until I get near a scanner so I can show you some of this stuff. It may be a while.

The Looming Tower by Lawrence Wright

The best book I have read in years is "The Looming Tower" by Lawrence Wright. The author won a Pulitzer Prize for this work.
Let me tell you why you should read it.
First, it is the best set up for 9/11 that I have read. It makes you understand where these guys are coming from.
Second, this books knows about bin Laden. It follows his life and makes the readers understand that he is certainly not quite the person that the media portrays.
The main reason you should read this book is that it is so well written. Most of the time I read books like this and the names lose me. I can't possibly keep track of everyone. That is not the case here. I may not be ably to pronounce the names verbally but I found Wright to be such a good story teller that the names are just one part of the fabric.
This book is excellent.

School District Office

The front page of the newspaper has a story about the School Board meeting on Thursday night.
I don't know who is right on this. It certainly appears that some red flags have gone up but I am not in a position to make a judgment about the purchase.
What I like is the Trustees Frank Glover and Rogelio Villagrana are standing up for what they believe to be right. Some people don't like difference of opinion. I happen to love it. Take a look at a situation come to different conclusions and fight it out.
What I don't want is for this issue to carry over to other issues. The debate and disagreement needs to stay on this point.
The one thing I know is that Frank and Rogelio are going to stay consistent. They were against it at first, they were against it on Thursday, and they will be against it in 2009.
If it were a certain member of the Woodland City Council -- he would have voted for the building and then switched and been against it as soon as lots of people showed up at the meeting. Here is the crazy part -- I don't even have to mention a name and every single one of you know exactly who I am talking about. Think about how pathetic that is.

McCain gets The State (South Carolina) endorsement

I actually think newspaper endorsements are important. Most of my fellow conservatives mock the "liberal media" as some kind of evil death star. I disagree.
My experience tells me that newspaper editorial boards or editors are actually thinking about the process. If for no other reason that they have to justify their conclusion in writing. This is different from voters that can simply say --- I felt like it.
Senator John McCain has received the endorsement of the major newspaper in South Carolina now. You can read the editorial here.
This is not a one time thing. He has earned the endorsement of the major newspapers in Iowa, Boston, Detroit, New Hampshire, and now South Carolina. I predict it will continue as he moves toward February 5th.
Say what you want about him being old or whatever. They man is the best choice to lead this country at this time.

Meetings

Over the past few weeks I have been thinking about my time on the Board of Supervisors. It has been a year. It seems like a good time to kind of look around and evaluate how things are going.
One of my observations of the way we do business is the way we run meetings. I admit that I don't like long meetings but that isn't even my problem. I am willing to stay in a meeting all day if it is productive.
My complaint is that we often spend from 9am until 5pm doing something that should be done by noon. Worse, we often do it with not a single person in the audience.
Some people live for meetings. That is when they get to show how smart they are or something. I think meeting are just an opportunity to confirm what you do outside of the meeting.
My preference would be to have the meetings on Tuesday evenings starting at 6pm. We would be pressed to get done more quickly and more of the people we serve would be able to attend. We might even have to meet every week in order to get all the things done but I think that system would be better for the community.

So Governor Bill Richardson, Senator Joe Biden, and Senator Chris Dodd are all out of the race for President. This proves to me that it is all about style on the other side of the aisle. These three have more brain power than the remaining group by about 30 fold.
So now that Richardson is gone I have to root for someone.
I am thinking that with the tie-dye I got for Christmas that I should go with my man Dennis. I will sleep on it.

Clark Pacific is Woodland Chamber Lunch Tomorrow

Tomorrow the speaker at the Woodland Chamber of Commerce Lunch will be Clark Pacific coming to Woodland. It is my understanding that Brenda Cedarblade is planning to come tomorrow to hand out her own information.
Lovely. It is a free country. Let her.
In the end her comments probably help this project. This will probably be the effort that will permanently put her over the line for good in the minds of Woodland residents.

Detroit Free Press Endorses John McCain

Senator John McCain is going to win New Hampshire on Tuesday. Then he has a good chance to win Michigan.
I actually think he is in a good place to be able to win the Republican nomination. The more I watch what is going on in the race for President the more I am convinced he is the right guy at this time to lead this country.
McCain and I disagree on several issues but I respect the guy and consider him to be a hero.

Death Penalty

The San Jose Mercury News has a couple article today on the death penalty. You can read the one with the stats here.
So once again I ask -- why bother?
Six inmates dies of illness or old age last year. Many more than got the punishment handed down by the trial court.
Meanwhile death penalty inmates rack up millions of dollars in legal costs than inmates with life sentences -- all that are costs picked up by hard working Californians.
I am totally willing to see the ultimate punishment carried out but the current policy is fiscal insanity.
Do it or don't do it. Trying to be in the middle is a complete waste.

Missionaries in Afghanistan

Jenn and I support several missionary efforts around the world. One is for my friend Mike Pettengill. He used to work in the Capitol with me but is now in Honduras. Mike and his family are pretty amazing. They left a pretty easy life in Sacramento to go to Honduras for this effort.
Today the New York Times has an article about the ulema making a case to President Karzai that public executions should return and Christian missionaries should be expelled from the country.
These clerics are nuts. The reality is that missionaries are going to continue to risk their lives for the cause.

Whatever your feelings about Senator Obama -- you have to admit the guy is an amazing communicator. I had seen him on television before. I knew he was good but not that good.
I watched him on television on Thursday after winning in Iowa. I think that was one of the best speeches I have ever seen. The guy is really good....I don't agree with him on a host of things but the guy was a State Senator in Iowa three years ago and now he has a decent chance to be President of the United States.

County Boards of Commissions

I just read a post from Dino on Woodland Journal that deserved more than just a comment there. Normally I would be thrilled that Dino was encouraging people to get involved in local government. That is what I naturally want to do.
At our last meeting of 2007 the Board of Supervisors eliminated a number of Boards of Commissions. The motion passed unanimously. It was actually more than just eliminating some commissions. It was really about make the system better.
Several months ago I was visited by a woman that had been appointed to a couple different county commission. Her passion is affordable housing. Something like three years ago Sieferman had appropriately appointed her to two commissions having to do with housing. She appeared to be a great appointment by Sieferman for the policy area.
Great you might say. Right? Wrong. In the three years she had been appointed none of her commissions had even met once. No one from the county had ever contacted her after the appointment.
That is just wrong.
I had some issues with our county boards and commission prior to the that but then it become clear to me. Very clear.
I don't think I have appointed anyone to a single commission since that day and I still am not planning to.
Until Yolo County respects the time and input of people on the commissions I'm not going to waste anyone's time by appointing them. We need to put our house in order prior to asking people to serve.
Some people will clearly complain that Supervisor Rexroad is evil because he is denying citizen participation. Ok. Whatever. I can deal with that in an effort to improve the system we have. We need a better way to bring public input into the policy areas.
So I guess my advice would be to go ahead and apply but don't expect much. We still have some work to do.

Board of Supervisors Meeting on Tuesday

I just finished reading my agenda packet for Tuesday. I had my highlighter and pen out and hardly made a mark.
We don't have a great deal on the agenda and have no closed session items.
The notable items on the agenda are:
1) Esparto Main Street Plan -- Charlie from Japan has some issues here but I think the community has weighed in.
2) Fleet Vehicle Policy -- many people would think this is boring government stuff but I think this is the kind of thing that allows organizations to prove they are well managed. It is really important.
3) We have a presentation from the Parks folks. This is important to Woodland because Gibson Mansion is going to be discussed.
For some reason we have time set items at 1:30. I would think we could be long gone by then. This is Supervisor Chamberlain's first meeting as chair.
Dotty says that I'm going to be sitting at the far end this year. That is excellent. I don't like sitting in the middle. From my new seat I will be able to see everyone on the board. I won't be able to see Robyn and Sharon -- and that would worry any reasonable person.

SMUD power on, PG&E power off

This afternoon I got lots of stuff done in my office in Sacramento where SMUD provides our electricity. E-mails running, lights on, music playing, coffee pot heating. Trees were falling down all over the place, street was flooded, and the rain poured but the electricity kept coming.
Meanwhile, my family here in Woodland used candles all day. We had dinner heated on a pot with our wood burning stove. Felt like a family in Afghanistan. Woodland is where PG&E provides power.
I am ready for another public power effort.

Yolo County Taxpayers Annual Dinner

The Yolo County Taxpayers Association has their annual dinner on January 24th at Hotel Woodland. It starts at 6pm. The Dinner is at 7mp and the program starts at 8pm.
The Master of Ceremonies is Supervisor Duane Chamberlain.
The best part (with all due respect to Duane) is that the Featured Speaker is Sacramento Bee Columnist Dan Weintraub. He has a book coming out called "Arnold Schwarzenegger: a Party of One".
I just ordered a copy on-line. It will be out shortly.

This article in the Daily Democrat made my day. The best quote of the year was by Gary Sandy regarding the Flatlander and it is only January 3rd.
Awesome.
I'm looking at a little missive that is framed on my office wall from the Flatlander. I know who wrote it and I won't forget.
I live in a rough and tumble world as an elected official. I realize I will take lots of shots that other people don't have to worry about. I am fine with that. However, when you purposefully cross the line and attack my military service and the contribution of my family to that service it is something that I accept but remember.

Officer Zurick

When the story first broke about inmates escaping from a county jail in New Jersey I was very interested. It was because I love the movie Shawshank Redemption. The story was actually entertaining for me in some ways.
Well, now it is not so funny. The officer that the escaped inmates mocked in their note committed suicide. What a shame.
I am sure that things were tough for Officer Zurick especially since the two escapees have not been caught yet. However, now these two inmates probably really think they are cool. They are running around and the guy they were making fun of is dead.
I really feel sorry for the officer's family.
